India will allow regular scheduled international flights to resume with all countries that are considered “not at risk” from Dec 15. Flights to nations not classified as “at-risk” can resume to full capacity entitlement according to the bilateral air service agreements. If there is an air bubble agreement with India, then flights to and from countries that are considered “at-risk” can operate at 75%. If there is no agreement, then the capacity allowed is only 50%. At present, countries at risk include the UK, France, the Netherlands, South Africa, Brazil, Bangladesh, Botswana, China, Mauritius, New Zealand, Zimbabwe, Singapore, Hong Kong and Isreal.
